  4.     U.S. District Judge Richard Williams of Alexandria, Va.,
  5. had harsh words last week about the abuses uncovered by
  6. Operation Ill Wind, the federal investigation of Pentagon
  7. procurement fraud: "I can't believe our Government, the Congress
  8. and Executive, lets a system like this endure." In fact, the
  9. judge was so disgusted that he handed out astonishingly light
  10. sentences to the first two defendants convicted by a jury as a
  11. result of the probe (twelve other people have pleaded guilty).
  12. Teledyne Electronics executive George Kaub could have received
  13. 40 years in prison. His co-worker Eugene Sullivan could have got
  14. 20 years. Instead they will serve six and three months,
  15. respectively, in a halfway house. Prosecutor Henry Hudson
  16. declined to comment.
